Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County Florida. The Field Services Division is responsible for the inspection, testing, regulatory compliance, operation, and maintenance of over 4,800 miles of pipeline, over 11,000 fire hydrants, and approximately 860 wastewater pump stations.
The Field Services Division is seeking well-qualified individuals to fill multiple positions of ¿Field Specialist Trainee / I / II/ III¿. This position is responsible for assisting crews in the field engaged in the repairs, troubleshooting, and corrective maintenance of the wastewater/collection and water distribution systems.
Job Description
General Functions:
Performs skilled technical work for operation and maintenance of underground utility piping and pumping facilities. An employee assigned to this classification is responsible for performing technical duties in field operations in one or more of the following areas: heavy equipment operation, valve, meter and hydrant operation and maintenance, pump station operation, maintenance and installation of piping systems, safety, sewer video inspection and sealing, sewer cleaning equipment, line locations, backflow prevention/cross connection control and other areas a may be determined by specific operational needs.
Work requires independent judgment and is performed under the general supervision of a designated supervisor. Work is reviewed through observations, conferences, reports and results achieved. May be assigned as team leader. May be required to provide training.

This position performs skilled technical work for operation and maintenance of underground utility piping and pumping facilities. An employee assigned to this classification is responsible for performing technical duties in field operations in one or more of the following areas: heavy equipment, valve, meter and hydrant operation and maintenance, pump station operation and maintenance, repair and installation of piping systems, safety, sewer video inspection and sealing, sewer cleaning equipment, line locations, backflow prevention/cross connection control and other areas as may be determined by specific operational needs.
Minimum Qualifications
All Field Specialist Positions (Trainee, I, II and III) have the following minimum qualifications:

In the event of an emergency or disaster, an employee in this role may be required to respond promptly to duties and responsibilities as assigned by the employee¿s department, the County¿s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after an emergency/disaster.

- High School Diploma or equivalent.
- Depending on area of assignment, must be able to comply with the requirement of the Utilities' Health and Safety Manual.
- Depending on area of assignment, must possess appropriate level of CDL with required endorsements or possess CDL permit and obtain license and endorsements with six months of hire or promotion.
- As needed, CDL training is provided on-the-job / paid for by Orange County through an approved organization.

- In addition to the written test, a hands-on skill test demonstrating mastery of the skill must be successfully completed for one of the skill areas.
- Must obtain a FWPCOA Class ¿C¿ Certification as a field technician in Collections or Reclaimed Water or FDEP Class 3 License, Distribution System Operator (depending on area of assignment).
- Must possess a FWPCOA Class ¿C¿ Certification as a field technician in Collections or Reclaimed Water or FDEP Class 3 License, Distribution System Operator (depending on area of assignment).
- Must pass the written General Knowledge Test. Must complete the Sacramento Operation and Maintenance of Wastewater Collection Systems, Volume I or Water Distribution System Operation and Maintenance (depending on assignment).
- Must demonstrate proficiency in one (1) skill area listed below with a passing score of at least 70%.
- In addition to the written test, a hands-on skill test demonstrating mastery of the skill must be successfully completed for one (1) of the skill areas.

- In addition to the written test, a hands-on skill test demonstrating mastery of the skill must be successfully completed for (3) three of the skill areas.
- Must complete the Orange County Leadership Development series.
- Must complete the Orange County Effective Training and Presentations Skills program or an equivalent trainer¿s certification program.
- Heavy equipment operation.
- Proficiency and use of computer software used in operation.
- Construction of a piping system.
- Video inspection and Sealing of gravity collection system.
- Operations, maintenance and repair of pump stations.
- Proficiency in the use of equipment for service installation and meter maintenance
- Operation and maintenance of a piping system
- Working in an industrial, construction or maintenance field.
- Plumbing experience.
- Experience with Maximo, Excel, GIS.
- Municipal wastewater or potable water system maintenance experience.
- Customer Service experience
